what are organizations like the red cross? and what is their policy on youth volunteering?

locations of chapters and locations they work in would also be very helpful
any kind of emergency services that accept volunteers are also helpful

All components of the Disaster Services Program, from planning to response, offer opportunities for youth involvement. During a disaster relief operation, youth are most frequently involved in damage assessment, mass care (feeding and shelter programs), and family service. Youth can also be involved in all aspects of large-scale (national) disaster relief operations on the local level.

Also, you can go to this website and enter your city and state and check emergency and safety and teens and any opportunities near you will come up. When I tried it for my location 2 things for the Red Cross came up. Of course the amount and types of opportunities available will depend on where you live.
